TA On Transfer - 7th CPC Analysis and Recomendations
Presently it has four components: (a) Travel entitlement similar to Travelling Allowance, (b) Composite Transfer and Packing grant (CTG), (c) Reimbursement of charges on transportation of personal effects, and (d) Reimbursement of charges on transportation of conveyance.
Personnel posted in Island Territories have sought higher CTG on account of greater expenditure involved in transferring their household goods to and from the mainland.
Besides other demands for increase in entitlements, it has been brought to the notice of the Commission that when transfer is from a Class Z city to another Class Z city, the reimbursement for transportation of personal effects is granted at a lower rate compared to when the transfer is to a Class X or Class Y city. Uniformity has been sought in this regard.

Holidays and Leave : Presently Central Government offices observe a five-day week which results in 104 holidays every year on account of weekends. In addition, there are three National Holidays, fourteen Gazetted Holidays and two Restricted Holidays. Further, civilian government
employees are entitled to 8 days’ Casual Leave, 20 days’ Half Pay Leave (commutable to Medical Leave) and 30 days’ Earned Leave. Besides the above, quite a few other types of leave are admissible.
The following paragraphs bring out, in alphabetical order, the different kinds of holidays and leave admissible, demands received (if any) and views of the Commission on each one of them. Unless otherwise stated, the existing terms and conditions regulating these holidays and leave shall remain unchanged.

Here’s what you should know about the Sukanya Samridhhi Yojana
SSY is a government-run saving scheme for the girl child. It seeks to provide them with financial security. Roopal's daughter is eligible for an SSY account. The account must be opened before the child turns 10, with a minimum investment of Rs 1,000. Thereafter, she must invest a minimum of Rs 1,000 and a maximum of Rs 1.5 lakh (deduction available u/s 80C) annually. The money in the account can be fully withdrawn only after the girl turns 21. If the money is not withdrawn even after the girl turns 21, it will continue to earn interest.
Roopal seems to like PPF for three things—EEE tax benefit, long-term investment horizon and assured returns (notified by the Government of India), benchmarked to the prevailing market rates. All these benefits remain the same if she were to invest in SSY. However, this is where the similarities end. It is imperative that she is aware of the differences too before she makes a choice. While Roopal will be able to partially withdraw her PPF corpus from the seventh year, such partial withdrawals from SSY will be possible only after her daughter turns 18. Seventh Pay Commission seeks one-month extension from finance ministry

New Delhi: The Seventh Pay Commission, headed by justice A.K. Mathur, has sought a one-month extension from the finance ministry and is preparing to submit its report by the end of September. The commission is unlikely to recommend the lowering of the retirement age as rumoured earlier or push for lateral entry and performance-based pay.
The commission, set up once in every 10 years to review pay, allowances and other benefits for central government employees, was appointed by the previous government on 28 February 2014 and was asked to submit its report in 18 months, which falls on 31 August.
“There are some data points that are missing, which we hope to get by this month end. We are trying to submit the report by 20 September,” an official of the commission said, speaking on condition of anonymity.

Friends..Good News. From this year onwards Postal/Sorting Assistant Exam (PA/SA Exam) will be part of Staff Selection Commission Combined Higher Secondary Level Exam. Department of Post has decided to conduct the exam through SSC and Gazette Notification in this regard was issued on 21 May 2015. Till now, for the last 02 years exam was conducted through a private company called CMC Limited and there were lot of complaints regarding the conduct of examination. Malpractices were detected at many Circles and Re-Exams are now being held in those Circles. In view of candidates it’s a welcome move because now onwards you have to prepare for one less exam every year. SSC CHSL + Postal Assistant Exam Preparation now onwards at one go.
Notification for SSC CHSL 2015 is expected today (12 June 2015) or tomorrow (13 June 2015). It is expected that Postal Assistant Exam 2015 will also be part of this year's notification. Let's wait and See. More details in this regard will be posted soon.

Saving Account Issues : Finacle Solution
(i) How to see balance in SB Account at the time of deposit and withdrawal
Solution:- Please see below screen shot.

Many POs raise the issue of BBT (Balance before transaction) in Finacle like legacy system. When HTM is invoked, available balance and effective available balance can be viewed. Effective available balance is the eligible amount of withdrawal.
(ii) What to do when cheque issued in Finacle is presented for withdrawal but not recognized by Finacle CBS?
Issue noticed in one of CBS Post Office in Account number 0289818958 where instrument number 805380 was presented.
Solution : When the cheque book is issued through the menu HCHBM, the radio button Acknowledge should be clicked as Yes. The issue was resolved by acknowledging the cheque through the menu HCHBM- Function Acknowledge and then verifying using the function Acknowledge and Verify the same.
(iii) How to convert existing SBGEN (non cheque) account to SBCHQ (cheque account) ?
First the account should be transferred to the SB cheque scheme using the menu HACXFRSC by PA. Supervisor has to verify the same. Then through the CASBAM menu option the account should be modified to allow cheques. Again, Supervisor has to verify the modification.

The postal department's deficit for 2015-16 has been pegged at around Rs 6,665.09 crore, according to Budget documents. This had stood at Rs 6,377.89 crore the previous year, and Rs 5,339.28 crore in 2013-14.
According to sources, the Reserve Bank of India (RBI) could approve issue of licence for this payments bank by August this year, after which the process for setting it up might start.
Within three months of getting the licence, the department will hire key resources like chief executive officer, chief financial officer, chief operating officer, chief people officer and chief risk officer, according to a presentation recently made before Communications Minister Ravi Shankar Prasad.

Commemorative Postage stamp on Old Seminary, Kottayam has been released by the Hon’ble President of India Shri Pranab Mukherjee at Rashtrapati Bhawan on 21st April, 2015.
Speaking on the historic occasion, the President Shri Pranab Mukherjee lauded the significant contribution made by Old Seminary in the process of socio-economic development by spreading learning and education.
The foundation of Orthodox Theological Seminary (OTS), known as Old Seminary or Cottayam Syrian College, was laid in February, 1813. The Seminary is run by the Malankara Orthodox Syrian Church, the St. Thomas Christians, commonly known as ‘Malankara Nazranis’.
The structure depicts the rich architectural beauty of the 18th and 19th centuries.According to the Department of Archaeology, Government of Kerala, the Old Seminary Building is approximately 200 years old. It is one of the earliest public institutions in Kerala which has a historical significance in the context of Kerala’s socio cultural history.
Department of Posts is happy to issue a commemorative postage stamp on the occasion of the Bicentenary celebrations of Old Seminary, Kottayam.
Work-life balance is the highest career aspiration
Only 10% of employees define success at work as high performance, says a global career survey by Right Management, revealing the disconnect between employee aspirations and performance demands of employers.
The survey found that 45% of respondents rank work-life balance as their number one career aspiration, and the top definition of workplace success is enjoyment and happiness.
"People are happy and engaged at work when they are inspired," said Shakun Khanna, country head of Right Management in a release. Understanding employee career motivations and aspirations is key to creating a high performance culture that motivates individuals to do their best work.
"When individuals experience effective career development through ongoing career conversations with their managers, they are more likely to be engaged, motivated and ready to take on new challenges," he added.
The survey also found that the percentage of employees aspiring to achieve work-life balance, is more than double the number of employees that rank being the best at what they do (17%) as their top career aspiration. In Europe, 55% of employees aspire for work-life balance, followed by Asia Pacific (37%) and North America (35%).
Interestingly, millennials (14%) are least likely to aspire to be the best at what they do as compared to baby boomers (22%) and Gen X (17%). Only 3% of employees globally aspire to achieve a prominent position.
Overall, 26% of employees define success in the workplace as enjoyment/happiness, followed by salary (19%), doing the best work (18%), respect and recognition (15%) and high performance (10%). High performance ranks lowest in Europe (8%) and highest in Asia (14%) and with 12% in North America.
The survey also found that leaders need to show respect, with 53% of employees saying respect for their knowledge and experience is their top expectation of leadership.
Others include mutual trust (51%), transparency (37%), learning and development (32%) and a relationship of equals regardless of job title (30%).

Provident Fund Interest Rate 8.7% for 2015-16
Government Decides to Fix Interest Rates at 8.7% for General Provident Fund(GPF) and other Similar Funds Including Special Deposit Scheme, 1975(SDS,1975) for Non-Government Provident, Superannuation and Gratuity Funds for the Financial Year 2015-16.
It was decided by the Government to link the interest rates of State PFs (General Provident Fund and other similar funds) including Special Deposit Scheme, 1975 (SDS, 1975) for Non-Government Provident, Superannuation and Gratuity Funds for the FY 2015-16 to Public Provident Fund (PPF) rates. In pursuance of that decision, the Government has decided to fix the rates 8.7% per annum applicable to the following:-
· The General Provident Fund (Central Services).
· The Contributory Provident Fund (India).
· The All India Service Provident Fund.
· The State Railway Provident Fund.
· The General Provident Fund (Defence Services).
· The Indian Ordnance Provident Fund.
· The Indian Ordnance Factories Workmen’s Provident Fund.
· The Indian Naval Dockyard Workmen’s Provident Fund.
· The Defence Services Officers Provident Fund.
· The Armed Forces Personnel Provident Fund.
The rate of interest is applicable to the above funds w.e.f. 1st April, 2015 and until further orders.
Recently, the Government had kept the interest rates for PPF and other Small Savings Schemes intact. However, interest rates for 5 year Senior citizen Saving Scheme and Sukanya Samriddhi Account Scheme have been increased from 9.2 to 9.3% and 9.1 to 9.2% respectively, keeping in view the commitment of the Government towards the welfare of the girl child and the senior citizens.
